Millions of Americans watched their Obamacare premiums spike the moment Washington let the subsidies expire.

Donald Trump just found half a billion dollars the government had been quietly sitting on the whole time.

Now that money is headed straight into mailboxes in the states that will decide control of Congress.

The Fund Democrats Shut Down the Government to Protect and Then Lost Anyway

Senate Democrats shut the federal government down for 43 days fighting to extend enhanced Obamacare subsidies.

They lost that fight, the subsidies expired anyway, and millions of enrollees got hit with the premium spike Democrats claimed they were shutting the government down to prevent.

While that fight played out, the Obamacare exchanges had been collecting "user fees" from enrollees that were never actually needed to run the program.

Trump says the Biden administration "knew about this, and they studied it, but they kept the money."

Now he is giving it back.

"These refunds will cover the entire spike in your insurance caused by Democrats," Trump said.

The Fee Nobody Told You Was Padding Your Premium

Here is the part Democrats never explained during the shutdown fight.

The Centers for Medicare and Medicaid Services charges insurers a user fee to run the Healthcare.gov exchange.

Insurers do not eat that fee, they pass it straight to enrollees inside their monthly premium.

According to the White House, CMS collected far more in fees under the Biden administration than the exchange ever needed to run.

That excess money just sat inside federal coffers the entire time premiums kept climbing.

Trump's team found it, and instead of leaving it buried in an agency budget, they are mailing it back to the people who paid it.

Nobody in Washington volunteered to give that money back.

Trump did it anyway, three weeks before an election that could cost Republicans the House.

Nearly a Million Checks Are Headed to Swing State Mailboxes

The rebate program will send $500 checks to roughly 950,000 Obamacare customers who do not receive premium assistance, drawn from a $500 million pool of over collected fees.

Twelve states carry the largest share of eligible recipients: Alabama, Alaska, Arkansas, Delaware, Florida, Michigan, Mississippi, Missouri, New Hampshire, Ohio, South Carolina, Texas, and Wisconsin.

Seventy one percent of the recipients live in battleground states.

Total payments add up to $475 million, and the checks are set to land in mailboxes in October, weeks before voters decide the midterms.

Trump plans to unveil the program at the Republican midterm convention in Dallas, framing it as proof his tax cuts and prescription drug policies are already saving people money.

That stage matters as much as the announcement itself.

Republican candidates in every one of those twelve states can now walk door to door with a specific number attached to Trump's name instead of an abstract promise.

Trump Wants This Check to Be the Model, Not the Exception

Trump has made clear this rebate is not meant as a one time favor.

His broader healthcare vision is paying people directly instead of funneling more government money through insurance companies first.

He has already floated a $5,000 dividend check for every American adult if Republicans hold Congress in the midterms, a proposal that would cost more than a trillion dollars.

Democrats built a system where government money flows to insurers first and patients last, and called it compassion.

Trump is betting voters would rather see a number land in their mailbox than trust a subsidy they never actually see hit a bank account.

For a White House bracing for a brutal midterm map, half a billion dollars mailed straight to voters in the states that matter most is cheap advertising.

Some in MAGA world who voted for Trump are exactly betting on any checks arriving, if one of the callers in the clip below are to be believed.

Trump Turned Obamacare Into a Weapon Against the Party That Built It

Trump tried to repeal Obamacare outright during his first term.

Now he is using the law Democrats wrote to hand Republicans a pocketbook win three weeks before an election Democrats need to survive.

Trump put the blame exactly where it belongs.

"The big insurance companies own the Democrats," he said, arguing Democrats protected insurers instead of the people paying the premiums.

For 43 days, Democrats insisted they were the only party fighting for people with Obamacare coverage.

Three weeks before voters go to the polls, it is Donald Trump mailing them a check, not Chuck Schumer.
