Donald Trump took sweeping action from the executive branch in his first week in office and fulfilled many of the promises he made on the campaign trail.
But large portions of Donald Trump’s America First agenda depends on Republicans in Congress sticking together.
And these are the top eight Republicans likely to kill the Trump Agenda.
Americans re-elected Donald Trump in a landslide to implement his America First agenda
Donald Trump went to work cleaning up Joe Biden’s mess the moment he took the Oath of Office as the 47th President of the United States.
On Monday afternoon, Donald Trump rescinded 78 of Joe Biden’s executive orders with the stroke of a pen.
The executive orders covered everything from Diversity, Equity, and Inclusion (DEI) to the Green New Deal to border security.
“I can undo almost everything Biden did, through executive order,” Trump said in a statement.
By the end of the first week, Press Secretary Karoline Leavitt told reporters that Donald Trump had signed more than 300 executive orders and would continue moving at “break-neck speed.”
The 300 executive orders covered issues like securing the southern border, ending federal DEI programs, pardoning the January 6 and pro-life prisoners, releasing the MLK, JFK, and Robert Kennedy files, and many of the other promises he made to Americans.
Leavitt said Trump “did more in the first hundred hours than the previous President did in the first one hundred days.”
“So, President Trump, I think you can all expect for him to continue to work at this break-neck speed, so I hope you’re all ready to work very hard,” she said. “I know that we are.”
But Donald Trump is only one man, and there’s only so much he can do as President.
Only Congress has the power to make new laws and appropriate spending.
That’s why Donald Trump has to depend on Congress to pass some of the major parts of his America First agenda.
House Republican majority is slim – and getting slimmer
Republicans control the House and Senate, but only by a slim majority.
Republicans currently hold a 218 to 215 seat majority in the House – the slimmest House majority in history.
And the bad news is that the margin could shrink even further if the Senate confirms Representative Elise Stefanik (R-NY) as U.S. Ambassador to the United Nations.
Democrats have pulled out all the stops to stall the confirmation of President Trump’s nominations.
But Stefanik is expected to be confirmed this week, which would leave Republicans with a 217 to 215 seat majority in the House.
Passing a bill in the House requires a majority of all members present and voting.
This means Trump would need every House Republican to vote for his agenda until the vacancies are filled.
On Monday, House Republicans kicked off a three-day policy retreat at the Trump National Doral hotel and golf club in Miami, Florida.
“You all heard about the playbook we developed over the last year, now we’re working out the final sequence of the plays,” House Speaker Mike Johnson told reporters Monday afternoon.
Trump outlines his America First agenda Congress must pass
Donald Trump spoke to Republicans on Monday and made the case for his America First agenda.
He called on Republicans to increase domestic energy production, extend the 2017 GOP tax package, eliminate taxes on tips, and take action to secure the border.
“We’re forging a new political majority that’s shattering and replacing Franklin Roosevelt’s New Deal coalition, which dominated American politics for over 100 years,” he said.
Since Republicans have a slim majority in the Senate, GOP leaders are planning to use the reconciliation process, which allows a bill to pass on a simple majority vote instead of 60.
“We don’t want to get hung up on the budget process,” Trump said.
“The bottom line is going to be the same,” he continued. “We want to have all of those benefits and keep the taxes low.”
But Donald Trump can currently only afford to lose one Republican to move legislation through the House.
Trump acknowledged this reality and admitted that “everything is so hard.”
“You always have two or three or five or something, people that just don’t want to do it,” Trump said.
“You just gotta do it,” he continued. “Make life easy.”
Republicans have to pass a spending bill by March 14 to avoid a government shutdown.
Mike Johnson instructed the House Budget Committee to pass the blueprint that will set the process in motion.
“We are going to make America safe and secure again,” Johnson said earlier in the day. “Congress will have no daylight between us and the White House on that issue.”
Donald Trump finished his talk by urging Republicans to stick together because “we have a chance to win like never before.”
“There’s nothing we cannot achieve as long as the Republican Party remains united,” he said. “I hope you can remain united.”
Most Republicans are united behind Donald Trump.
But 24/7 has identified the top eight Republicans most likely to kill the Trump agenda.
Top Four Senators:
Senator Mitch McConnell (R-KY) – Mitch McConnell’s foreign policy views are more akin to those of the warmongering Neocons like John McCain and George W. Bush than of Donald Trump’s America First position, shown by his opposition to Pete Hegseth’s confirmation as Secretary of Defense. He’s repeatedly criticized Trump’s foreign policy as “isolationist” and favors continued American funding of Ukraine’s war against Russia. He’s also unlikely to run for re-election, meaning he has nothing to lose over the next two years in opposing Trump’s agenda.
Senator Lisa Murkowski (R-AK) – Lisa Murkowski has repeatedly demonstrated her willingness to oppose President Trump’s agenda, opposing Hegseth’s confirmation as Secretary of Defense, renaming Mount McKinley, opposing obtaining Greenland, and her opposition to January 6 pardons.
Senator Susan Collins (R-ME) – Susan Collins also has a well-established history of opposing Trump’s agenda, most recently voting against Hegseth’s confirmation, criticizing Trump’s foreign policy as “isolationist,” and her long-standing support for further funding of the war in Ukraine.
Senator Lindsey Graham (R-SC) – Lindsey Graham’s presence on this list may come as a surprise to some readers, but a close examination of his voting record and past positions shows he is highly likely to betray Trump when the rubber meets the road. Most recently he criticized President Trump’s pardon of January 6 political prisoners, he opposed Trump withdrawing security details from former officials like Mike Pompeo and John Bolton, and has been a steadfast advocate for more funding of the war in Ukraine.
Top Four Representatives
House Speaker Mike Johnson (R-LA) – “MAGA” Mike Johnson’s presence on this list also may surprise some readers, but again, a careful examination of what he’s actually done as Speaker of the House versus what he’s said reveals his priorities much more closely align with preserving the status quo in the Washington, D.C. Swamp. He’s relied on Democrat votes to pass spending bills twice in 2024 and shows an inability to unite House Republicans in pursuit of implementing Trump’s America First agenda.
Representative Dan Crenshaw (R-TX) – Ol’ “Eye-Patch John McCain,” as Tucker Carlson once called Crenshaw, has never seen a war overseas he didn’t want the U.S. involved in. He’s also supported amnesty for illegal aliens in the past and criticized President Trump’s willingness to use tariffs as a stick in his diplomatic efforts.
Representative Christopher Smith (R-NJ) – Chris Smith is another warmongering RINO who has opposed President Trump’s America First agenda on foreign policy and funding of international organizations like UNRWA. His support for foreign aid regularly puts him at odds with the President, and on domestic policy, Smith regularly supports big government spending bills on issues like health care, education, and social programs.
Representative Don Bacon (R-NE) – Don Bacon represents a purple district around Omaha. He’s a supporter of amnesty and pathways to citizenship for illegal aliens, he’s voted for spending measures more in line with priorities of Democrat lawmakers, and like others on this list, generally opposed President Trump’s America First approach toward foreign policy.

Our Editorial Team felt we couldn’t have put it any better ourselves than when Louise G. added, “We voted for President Trump and his America First Agenda and we expect our elected Senators and Representatives to support and institute that agenda or we will fire you and elect ones who will do what their constituents want!”
Jedd C. warned, “Senator Mitch McConnell is the most dangerous Republican in Congress right now. He must be stopped,” before humorously tacking on, “Also, his face looks like a turtle’s.”
“President Trump is doing exactly what he said he would do,” Mary S. began. “That is why he won in a landslide. We want him to do what he feels is best. […] Republicans need to support the President.”
Keith B. added, “Tell them Americans are watching and they had better start doing what’s right for the people.”
