Threats against members of Congress hit a record 14,938 cases in 2025, according to Capitol Police.
Tom Tiffany, the Wisconsin congressman running for governor, has now seen what that looks like up close.
His campaign opened envelopes promising a big donation, and what spilled out left one worker physically sick.
Three Donation Envelopes Arrived Packed With Human Waste
The envelopes were supposed to carry campaign contributions.
Instead, three of them came back to the Tiffany campaign stuffed with feces.
They arrived on July 20, July 27, and August 10, according to a federal warrant application that has since been unsealed.
The third one hit on the eve of Wisconsin's August 11 primary.
The back of the first one read "OPEN! OPEN!" and "BIG MOOLA CHECK."
The second read "CABBAGE INSIDE," and the note tucked inside opened with "SURPRISE" followed by an expletive.
The worker who opened one said the stench made her "feel physically sick and nauseous."
Tiffany has represented northern Wisconsin in Congress since winning a special election in 2020.
Now he is the Republican nominee for governor, locked in a close race for the seat Tony Evers decided in July 2025 to give up.
His opponent is Milwaukee County Executive David Crowley, who edged out socialist Francesca Hong in the Democrat primary.
A Democrat-affiliated poll in August had Crowley up three points, inside the margin of error.
The Sender Cut Off the Address but Missed the Barcode
Whoever mailed the filth tried to cover their tracks.
They sent back the pre-addressed donation envelopes the campaign mails to supporters, after snipping away the name and address of the person each one was meant for.
It didn't work.
Codes printed on the mailers survived, and U.S. Postal Inspection Service investigators traced all three envelopes to a single home in Kewaskum, a small town north of Milwaukee.
Whoever the campaign had been writing to at that address passed away in 2024.
Family members still lived in the house.
Postal records showed all three mailers had landed in that mailbox.
Inspectors then went to a federal judge and got permission to take fingerprints and DNA swabs from a man and a woman in Kewaskum.
Nobody has been charged, and neither one has been publicly named.
Federal law treats this as mailing an injurious article – a crime carrying up to a year behind bars, and up to 20 years if prosecutors prove the sender meant to hurt someone.
The Tiffany campaign put it bluntly: "There is no place for this kind of conduct, regardless of political differences."
The campaign also called the behavior disgusting and pointed out that innocent postal workers were forced to handle those envelopes along the way.
Threats Against Lawmakers Have Never Been Higher
That record 14,938 figure was up nearly 58 percent from 9,474 cases the year before.
Capitol Police officials pointed to toning down overheated political rhetoric as a top way to drive those numbers down.
Chief Michael Sullivan said the department is working more closely with police forces nationwide.
Wisconsin knows how fast that rhetoric can turn physical.
In May 2022, an attacker firebombed the Madison office of the pro-life group Wisconsin Family Action and left graffiti behind: "If abortions aren't safe then you aren't either."
Hridindu Roychowdhury got seven and a half years in federal prison for that attack.
Investigators have not said what drove whoever mailed the Tiffany envelopes.
But every candidate knocking on doors in this state now has reason to wonder what is waiting inside the next return envelope.
Tiffany's Mailroom Became the Front Line
Somebody took the time to collect human waste, seal it inside an envelope, and write a cheerful note on the back promising money.
Then they did it again a week later, and again two weeks after that.
That isn't a moment of rage.
That is a plan.
And it didn't just target a congressman running for governor.
It hit a woman opening the mail for a paycheck and the letter carriers who hauled that filth across Wisconsin.
Campaign staffers are not public figures.
They signed up to stuff envelopes and answer phones, not to open biohazards.
Politics has gone badly wrong when beating a candidate at the ballot box isn't enough anymore and the goal becomes making his staff suffer.
Tom Tiffany didn't flinch – his campaign thanked law enforcement and kept right on asking voters for their support.
The barcodes did their job, and now the DNA gets its turn.
