President Trump assembled a team of loyalists to avoid the chaos of his first term.

But the most important department in his administration is tearing itself apart.

And Trump's reaction to the Homan-Noem feud just shocked his own advisers.

The Border Team That Isn't Speaking

Border Czar Tom Homan and Homeland Security Secretary Kristi Noem barely talk to each other anymore.

The two officials who are supposed to be leading Trump's crackdown on illegal immigration can't stand being in the same room.¹

"The acrimony is so deep between President Trump's border czar and his homeland security secretary that the two officials barely speak to or meet with each other," Axios reported.¹

Last week, Washington was flooded with rumors that Noem had lost Trump's favor and was getting fired.

The whispers got so loud that the White House had to knock them down publicly.

Career Officials Choose Sides In Bitter War

Inside DHS, two camps formed around Homan and Noem like rival gangs fighting for territory.

Career immigration officials who served with Homan for decades resent Noem's management style.

They're furious she's spending millions on campaign-style ads promoting herself instead of focusing on operations.

"It's disappointing that he chooses to go after Secretary Noem when he is unhappy that he does not have 'The Tom Homan Show' to be a part of," one DHS source told Axios.²

Noem's supporters fired back by accusing Homan of being a self-promoter who makes policy announcements on Fox News without coordinating with the department.

The real fight comes down to strategy.

Homan wants targeted arrests of criminals and national security threats based on decades of enforcement experience.

Noem, advised by Trump campaign veteran Corey Lewandowski, is pushing for indiscriminate roundups at Home Depots and car washes to boost deportation numbers.³

"ICE is arresting criminal aliens," another official said according to Fox News. "They [Border Patrol] are hitting Home Depots and car washes."³

Trump Reveals His Real Management Strategy

When advisers brought Trump the news about his feuding immigration chiefs, they expected him to pick a side.

Trump did something nobody saw coming.

He laughed.

"Kristi's doing a great job," Trump told an adviser recently. "Her and Tom don't get along, but they're doing great."⁴

The President wasn't concerned about the civil war at DHS.

He was entertained by it.

"Trump is like that," the adviser explained to Axios. "He kind of likes people competing against each other. He thinks it makes the product better."⁴

Another White House official who dislikes Noem was even more blunt about Trump's satisfaction with his Cabinet.

"He's happy with his cabinet," the official said. "Do I wish Kristi was gone? Absolutely. But that ain't happening."⁴

Trump learned something in his first term that Washington still doesn't understand.

Controlled chaos produces results that boring consensus never will.

Between 2017 and 2021, Trump's Cabinet experienced 92% turnover as officials resigned, got fired, or quit in protest.⁵

Half his Cabinet refused to endorse his 2024 campaign.⁵

Some called him a fascist on their way out the door.

This time Trump picked loyalists who would fight for his agenda instead of their own reputations.

The fact that Homan and Noem hate each other doesn't matter to Trump as long as they're both delivering results on illegal immigration.

Neither one can afford to fail because the other one is watching and ready to take credit.

That's apparently exactly how Trump wants it.

Homan served six presidents during his 30 years in immigration enforcement.⁶

Obama gave him a Presidential Rank Award and put him in charge of the deportation operation that removed record numbers of illegal aliens.⁶

He knows how to get things done without seeking permission or waiting for consensus.

Noem brought Trump campaign experience and political instincts that appeal to voters who want to see aggressive action on the border.

She understands that perception matters just as much as policy in modern politics.

Together they're an unstable combination that's driving career bureaucrats crazy.

But they're also producing deportation numbers and border security results that Biden could never deliver.

Washington expects Trump to fire one of them and restore order at DHS.

It doesn’t look like he’s taking that bait anytime soon.
