Interior Secretary Doug Burgum dropped a bombshell on April 18 when he ordered his department to kick off work on a massive new offshore drilling program that will send Biden’s anti-energy agenda straight to the bottom of the ocean.
“Launching the process to develop the 11th National Outer Continental Shelf Program marks a decisive step toward securing American Energy Dominance,” Secretary Burgum declared in the announcement.
This move represents a complete reversal of the Biden administration’s approach, which had limited offshore drilling to just three lease sales over five years – all confined to the Gulf of America.
Biden’s anti-energy agenda deliberately crippled American energy production while he begged foreign countries to produce more oil.
The Trump administration is now opening up significantly more areas for potential drilling, including a brand new planning area offshore Alaska called the “High Arctic.”
Trump’s America First energy dominance agenda returns
President Trump made American energy dominance a cornerstone of his first administration, and he’s picking up right where he left off.
The Bureau of Ocean Energy Management (BOEM) will soon publish a Request for Information in the Federal Register, initiating a 45-day public comment period that serves as the first step in this multi-year planning process.
This aggressive move toward expanded offshore drilling directly fulfills President Trump’s Executive Order 14154, “Unleashing American Energy,” which establishes a national policy to “encourage energy exploration and production on federal lands and waters, including the Outer Continental Shelf, to meet the needs of our citizens and solidify the United States as a global energy leader long into the future.”
Trump is unleashing America’s vast energy resources while Biden tried to lock them away.
The stakes for American energy are enormous
The Outer Continental Shelf represents a critical national resource that Democrats have been desperate to keep untapped to please their radical environmental donors.
Currently, BOEM manages 2,227 active oil and gas leases covering approximately 12.1 million acres in OCS regions, with 469 leases actively producing energy for Americans.
These existing leases already generate billions in revenue and support hundreds of thousands of jobs. In fiscal year 2024 alone, production from OCS leases accounted for approximately 14% of domestic oil production and 2% of domestic natural gas production, yielding $7 billion in federal revenues.
But that barely scratches the surface of what’s possible when American energy is unleashed.
The most recent assessment from BOEM estimates a staggering 68.79 billion barrels of oil and 229.03 trillion cubic feet of natural gas remain undiscovered in American waters.
Biden’s radical anti-energy agenda deliberately left these resources untapped, forcing Americans to pay higher prices for gas and electricity while enriching foreign producers.
Liberals are already melting down
Environmental activists are beside themselves as Trump dismantles Biden’s energy-killing agenda piece by piece.

Earlier this month, on April 4, Secretary Burgum directed BOEM to move forward with an additional lease sale in the Gulf of America, underscoring the administration’s commitment to expanded domestic energy production.
The Trump administration’s approach is crystal clear – cut the red tape, unleash America’s natural resources, and put Americans back to work in high-paying energy jobs.
The contrast with the Biden administration couldn’t be more stark. Where Biden pandered to climate extremists and killed American jobs, Trump is focused on delivering affordable energy, creating employment opportunities, and reducing America’s dependence on foreign adversaries.
