"It is clear that the Quiet Skies program was used as a political rolodex of the Biden Administration—weaponized against its political foes and exploited to benefit their well-heeled friends," Secretary Noem declared.
Democrat Senator Jeanne Shaheen caught red-handed in watchlist scandal
The corruption of the Quiet Skies program became crystal clear when DHS investigators uncovered damning evidence about how Democrat Senator Jeanne Shaheen of New Hampshire abused her power.
According to DHS documents, Shaheen’s husband William "Billy" Shaheen was flagged by TSA in July 2023 "as Co-Traveler with a Known or Suspected Terrorist."
Billy Shaheen, a Lebanese-American attorney, had been traveling with someone who was on the FBI’s terrorism watchlist.
DHS revealed that Billy Shaheen "traveled with a Known or Suspected Terrorist on three occasions."
Any normal American would expect to face enhanced security screening after being caught traveling with a suspected terrorist multiple times.
But the Shaheens aren’t normal Americans – they’re Washington insiders with political connections.
Shortly after Billy Shaheen was flagged, "Senator Shaheen’s office made an inquiry to TSA about the Senator’s husband receiving enhanced screening on these two flights."
When Billy Shaheen was flagged a second time in October 2023 for traveling with the same suspected terrorist, Senator Shaheen took matters into her own hands.
She personally contacted then-TSA Administrator David Pekoske to complain about her husband being on a watchlist.
Democrat Senator gets VIP treatment while political opponents get harassed
What happened next exposes the shocking corruption at the heart of the Biden administration’s security apparatus.
Just two days after Senator Shaheen met with Administrator Pekoske, Billy Shaheen "was then approved by then Assistant Administrator for Intelligence and Analysis Nykamp to be added to the Secure Flight Exclusion List."
This meant Billy Shaheen was completely exempt from any future TSA screening or surveillance – despite having traveled with a suspected terrorist three times.
He stayed on this VIP exclusion list for 18 months until the Trump administration took office and removed him.
Meanwhile, the Biden administration was using the same program to target "non-politically aligned members like then-Congresswoman Tulsi Gabbard" who "received additional screening and monitoring by Federal Air Marshals."
Tulsi Gabbard, who is now President Trump’s Director of National Intelligence, was subjected to invasive surveillance simply because she challenged the Washington establishment.
Billy Shaheen "was hardly the only high-profile individual that was placed on this exclusion list" which "also included members of foreign royal families, political elites, professional athletes, and journalists."

A Democrat Senator’s husband who repeatedly traveled with suspected terrorists got a free pass from security screening.

"TSA’s critical aviation and security vetting functions will be maintained, and the Trump Administration will return TSA to its true mission of being laser-focused on the safety and security of the traveling public," Secretary Noem explained.

"I am calling for a Congressional investigation to unearth further corruption at the expense of the American people and the undermining of US national security," Noem stated.
Senator Shaheen’s office tried to spin the scandal by claiming she didn’t know her husband was on any watchlist.
But the timeline of events tells a different story.
She contacted TSA immediately after her husband was flagged, met personally with the TSA Administrator, and her husband was removed from the watchlist just two days later.
