Florida investigation uncovers stunning failure by Washington state

The deadly August crash on Florida’s Turnpike sparked a nationwide reckoning about who’s getting commercial driver’s licenses in America.

Harjinder Singh made an illegal U-turn across the highway in his tractor-trailer that killed three people when a minivan slammed into his truck with zero time to stop.

Singh entered the United States illegally in 2018 after crossing the southern border from Mexico.

Florida Attorney General James Uthmeier’s investigation into how Singh got licensed to drive an 18-wheeler just revealed details that will leave jaws on the floor.

Singh failed his commercial driver’s license test 10 times in Washington state between March and May 2023 — in a span of just two months.¹

He couldn’t pass basic knowledge tests about operating a massive commercial vehicle on America’s highways.

But Washington handed him a full-term CDL anyway in July 2023.

The incompetence didn’t stop there.

Singh also failed his air brakes knowledge test twice — a critical safety component for anyone operating a big rig.²

And the Washington company that provided Singh’s behind-the-wheel training certified he could speak English proficiently when federal investigators later proved he couldn’t understand basic road signs or verbal instructions.

California then issued Singh a limited-term CDL in July 2024, giving him a second license from a sanctuary state with zero regard for public safety.³

When Transportation Department officials tested Singh’s English proficiency after the fatal crash, he answered just 2 of 12 verbal questions correctly and could identify only 1 of 4 traffic signs.⁴

Federal regulations exposed Biden’s work permit scandal

The Trump Administration denied Singh’s application for work authorization in September 2020 after he claimed asylum following his illegal border crossing.⁵

Biden reversed that decision and approved Singh’s work permit in June 2021.

That Biden-issued work permit became Singh’s ticket to exploiting loopholes in California and Washington’s sanctuary state CDL programs.

Federal law requires commercial drivers to demonstrate English language competency to read road signs, communicate with law enforcement, and understand safety instructions.

Singh couldn’t do any of those things.

But sanctuary states looked the other way because their laws prohibit agencies from inquiring about immigration status when issuing licenses.

Transportation Secretary Sean Duffy launched a nationwide audit of state CDL programs after the Florida crash exposed systemic failures.

Federal investigators identified at least five fatal crashes in 2025 involving non-domiciled CDL holders who were improperly licensed or wouldn’t qualify under stricter regulations now in place.⁶

The Federal Motor Carrier Safety Administration discovered Washington issued Singh a standard full-term CDL when he should have only been eligible for a non-domiciled CDL with strict limitations.

California’s non-domiciled CDL is also under federal investigation for compliance violations.

New Mexico State Police pulled Singh over for speeding in July 2025 but failed to administer an English proficiency test despite federal requirements in effect since June.⁷

Supreme Court showdown brewing over sanctuary state licenses

Florida isn’t taking this sitting down.

Attorney General Uthmeier filed a lawsuit directly with the U.S. Supreme Court asking the justices to prevent California and Washington from issuing CDLs to illegal aliens.⁸

The 73-page complaint accuses both states of "open defiance" of federal safety and immigration laws.

Florida argues California’s Values Act and Washington’s Keep Washington Working Act illegally prohibit state agencies from verifying immigration status when issuing commercial licenses.

The lawsuit seeks declaratory judgments that sanctuary state laws are preempted by federal law and constitute a public nuisance.

Florida wants permanent injunctions ordering California and Washington to immediately stop issuing CDLs and Commercial Learner’s Permits to anyone who isn’t a U.S. citizen or lawful permanent resident.⁹

The complaint also demands both states pay Florida’s legal fees and costs associated with increased border inspections caused by their reckless licensing practices.

Transportation Secretary Duffy announced the Trump Administration will withhold $40 million in federal highway funding from California for refusing to enforce English language proficiency requirements.¹⁰

"California is the only state in the nation that refuses to ensure big rig drivers can read our road signs and communicate with law enforcement," Duffy stated. "This is a fundamental safety issue that impacts you and your family on America’s road."¹¹

New federal regulations now require states to verify immigration status through the Department of Homeland Security’s database for every CDL issuance and renewal.

Non-domiciled CDLs must expire within one year or when work authorization expires, whichever comes first.

States must conduct in-person renewals only — no more online or mail-in processes that enabled fraud.

Biden’s open borders body count keeps climbing

The victims of Singh’s reckless U-turn were a 30-year-old driver from Florida City, a 37-year-old woman from Pompano Beach, and a 54-year-old man from Miami.

Two died instantly at the scene when the minivan became lodged under Singh’s trailer.

The driver succumbed to his injuries at the hospital.

Singh and his passenger walked away without injuries.

The very next day, Singh fled to California before Florida authorities could arrest him.

He boarded a flight to Sacramento with his passenger while three families mourned loved ones killed by his incompetence.

Florida issued a warrant for three counts of vehicular homicide on August 15.

U.S. Marshals arrested Singh in Stockton, California on August 16.¹²

Lieutenant Governor Jay Collins personally flew to California to escort Singh back to Florida to face justice.

"Three lives were lost because he got a license when he shouldn’t have," Collins said. "Those people died and then he fled back to California. We’re going to make sure this thug is brought to justice."¹³

Singh has pleaded not guilty to three counts of vehicular homicide and federal immigration violations.

The trucking company Singh drove for, White Hawk Carriers, faces federal scrutiny for multiple inspection violations and lost its insurance coverage outside California after the crash.¹⁴

This wasn’t an isolated incident.

In October 2025, another illegal alien truck driver from India named Jashanpreet Singh was charged in California after allegedly causing a DUI crash that killed three people.

He also held a California CDL.¹⁵

Democrats’ sanctuary state policies are getting Americans killed.

Voters handed Trump a mandate to secure the border and enforce immigration law.

But California and Washington continue defying federal requirements while innocent families pay the ultimate price for their radical open borders agenda.

The Supreme Court lawsuit represents Florida’s determination to hold sanctuary states accountable for the carnage their policies unleash on law-abiding states.

Every American driving on the highway deserves to know the big rigs sharing the road are operated by qualified, English-speaking drivers who can read traffic signs and follow safety laws.

That’s not asking too much.

But for California and Washington Democrats, protecting illegal aliens matters more than protecting American lives.
